Dr. Webb was Commissioner from 1974-1978 during many high profile incidents in the State of Oklahoma, including the Girl Scout murders, McAlester prison riots, the Karen Silkwood crash and Caddo/Kenefic, the darkest day in the history of the OHP when three troopers were murdered. The OHP Tactical Team was also formed during Webb’s tenure as Commissioner.
